وه‌زاره‌تی كاره‌بای حکومەتی هەرێم ڕایگەیاند، پێوەری زیرەک هۆکاری کەمبوونەوەی کارەبا نییە، بەڵکو کەمبوونەوەی ئاستی بەرهەمهێنان و بەرزبوونەوەی خواست هۆکاری سەرەکییە.
وەزارەتەکە ڕوونیکردووەتەوە، لە ئەگەری نەبوونی پێوەری زیرەکدا، 2-3 کاتژمێر ماوەکانی پێدانی کارەبا کەمتر دەبووەوە. کێشەی ئێستای کەمبوونەوەی ماوەی پێدانی کارەبا، بۆ کێشەی بەرهەمهێنان و نەبوونی سوتەمەنی بۆ وێستگەکانی بەرهەمهێنانی کارەبا دەگەڕێتەوە. نزمبوونەوەی ئاستی بەرهەمهێنان هۆکارێکی سەرەکیی کەمبوونەوەی کاتەکانی پێدانی کارەبایە.
