چوارچێوه‌ی هه‌ماهه‌نگی شیعه، ئه‌و ئه‌نجامانه ره‌تده‌كه‌ینه‌وه، كه بڕیاره كۆمیسیۆنی باڵای سه‌ربه‌خۆی هه‌ڵبژاردنه‌كان رایانبگه‌یه‌نێت.
لە بەیاننامەیەکدا، چوارچێوه‌ی هه‌ماهه‌نگی شیعه، كه ژماره‌یه‌ك گرووپ و میلیشیا و هێزی سیاسی شیعه له خۆ ده‌گرێت، رایانگه‌یاندووه،” ئێمه هیوادارین كۆمیسیۆنی باڵای هه‌ڵبژاردنه‌كان ئه‌و سه‌رپێچییه گه‌ورانه راست بكاته‌وه، كه له كاتی به‌ڕێوه‌چوونی پرۆسه‌ی هه‌ڵبژاردن و دوای ژماردنی ده‌نگه‌كان و له كاتی راگه‌یاندنی ئه‌نجامه‌كان ئه‌نجامیداوون”.
جەختیشیان کردوەتەوە کە،” به ته‌واوی سه‌رجه‌م ئه‌نجامه‌كان ره‌تده‌كه‌نه‌وه”.
له به‌شێكی دیكه‌ی به‌یاننامه‌كه‌دا هاتووه،”ئێمه به‌رپرسیارێتی هه‌مه‌لایه‌نه‌ی شكستی ده‌رئه‌نجامی هه‌ڵبژاردن و خراپی ئیداره‌كردنی ده‌خه‌ینه ئه‌ستۆی كۆمیسیۆن”.
كۆمیسیۆن دوای یه‌كلاكردنه‌وه‌ی ئه‌و وێستگانه‌ی نیشانه‌یان له‌سه‌ر دانرابوو و ژماردنه‌وه‌ی ده‌نگه‌كانیان به ده‌ست و كۆكردنه‌وه‌ی له‌گه‌ڵ ئه‌نجامی به‌رایی، بڕیاره ئه‌نجامی تێكڕای %100ی ده‌نگه‌كان ئه‌مشه‌و به شێوه‌ی به‌رایی رابگه‌یه‌نێت.
